“A lo largo de la historia la creación de conocimiento y la solución de problemas complejos de la sociedad no ha sido tarea exclusiva de las instituciones académicas y gubernamentales. Ante la persistente necesidad de ideas y soluciones, las mentes privilegiadas y los expertos en diferentes disciplinas, se han convertido en una fuente de ideas y soluciones. Para lograr esbozar el producto de sus ingenios, estos se reúnen en los llamados think tanks, los que sin duda alguna han sido fundamentales para el desarrollo de la sociedad. Este grupo de ilustrados y eruditos se congregan para compartir sus ideas con el objetivo de disponer el mejor empleo de estas, ya sea en forma práctica o teórica. La naturaleza de estas organizaciones intelectuales no se circunscribe a una disciplina en específico, ya que estos pueden atender desde complejos problemas económicos hasta minuciosas investigaciones médicas.” (Fernández, 2016)
